The '9' card was placed down first. Therefore any card with a lower value is merely adhering to the defensive position of the '9' card. If the '9' card was placed down second then the person with that card will have scored a point. Also if a card placed next to it had a higher value (Though in actual fact no card has a higher value than 9 except for the 'A' value) then that person would have scored a point.
